If the wheel of the chapstick won't go back down, take a pair of small pair of scissors that aren't too sharp and push it down. Every time you push it down, twist the wheel the way you would to push down the chapstick. If you press hard enough, you could push it all the way back to the bottom, but this risks stripping the center pole.
