What do you mean here by 'blocked' ?
I know of two things you might mean :
1. The SIM card is blocked because you got the PIN wrong three times. You should have been given a PUK (Phone Unblocking Code) when you bought the SIM card. This will unblock it for you. If you don't have the PUK then contact your mobile phone company for it. Note - if you enter the PUK incorrectly 3 times the SIM card will be permanently disabled.
2. The phone is 'blocked' in that you can only use it with the service from one phone company. If you insert a SIM card from another company it does not work. Many phone shops offer an 'un-blocking service' and will remove the block for a fee. The fee varies from about 10 USD to about 100 USD depending on the shop and the phone, the more expensive the phone the higher the fee! Avoid enthusiastic amateurs for this - a mistake may permanently disable the phone beyond recovery.
