It depends on what and where the bad smell is. For instance if it is in an enclosed space, such as a room, you could ventilate the room or use an air freshener. If that does not clear the smell you would need to investigate what is causing the smell and rectify the problem. For example it could be a gas leak. If it is in the open air it may be only temporary and will dissipate by itself. If the smell is persistent then it can be reported to your local government, council or in the UK, the department for the environment. External smells can be the first indication of a hazard and should be monitored carefully, if you are unsure seek advice.

The car should be aired out for a day. Then afterwards should be meticulously cleaned. This should get rid of any rotten smells in the car.
keep scrubbin. if you want to you can get the carpet replaced. no real way to effectively get rid of it. it should go away over time though. i myself like the smell of gasoline
