you have to type in a code, look on www.gamefaqs.com to find it coz I forgot
the code is B Z up down B, then you have to actually enter one of the cheat codes (I use max all motives). As soon as you type in a code, the gnome will appear, and he appears in every section of all 3 islands. Walk up to him to enter cheat codes. When you walk back up to him again you get options to choose from any of the cheat codes you have entered.
