If it is vinyl tile and it's latex paint, rubbing alcohol will remove it. If it is a ceramic or porcelain tile, you can carefully scrape it off or if it is also latex paint, the same thing,,,alcohol will remove it.
I LIKE FLAT PAINT. IT IS CHEAPER AND EASIER TO CLEAN. TEXTURED PAINT IS HARDER TO CLEAN BECAUSE OF THE GROOVES IT CREATES. THIS IS WHY I HIGHLY RECOMMEND FLAT PAINT.

Plastic paint, like acrylic paint, cannot be cleaned with water or any chemical. Acrylic paint can only be cleaned with a clean, dry cloth.
You can clean dried acrylic paint with soapy water or special acrylic paint cleaners. For wet acrylic paint, simply use water to clean brushes or surfaces. For dried paint that's harder to remove, you can use rubbing alcohol or a cleaner specifically designed for acrylics.
Oil based paint is not water soluble and so needs paint thinner to clean the brushes etc.

I strongly recommend you don't paint the slate. If it looks really bad, use Kutz-It (a varnish remover from Home Depot) and 00-grade steel wool to clean it up. Wash it down, and use a marble sealer or even a canuba wax to finish it off. It takes a lot of rubbing to get the slate to be beautiful again. Slate is historic. It adds value to your home, when it is polished, sealed, and with a smooth glow. True Value, a major hardware line, also recommends you do not paint it, because paint has a generally poor adhesion to slate.
