You need to apply a weedkiller. Dilute in a watering can and then apply. If there is a lot of weeds, once the weedkiller has killed all the weeds (you can tell this because they will wither and go yellow) you will need to remove them preferably with either a scraper ,stiff broom or with a blunt knife. Then keep applying a weedkiller at least twice a year during the growing season..

Once all the weeds are removed and you are confident that they will not return it might be an idea to have a good paving sealer applied to stop further growth of weeds, because if done correctly the sealer will seal the sand hard, so no longer any wet, soft sand for the weeds to grow
