follow the care label and keep in mind it isn't going to be able to be pressed flat it is meant to give the fabric texture(almost always). if there is no care label dry cleaning would probably be the safest thing to do.
I believe it is called filigree. There is also an embroidery technique in which metallic threads are sewn to the fabric with a contrasting color thread, called Or nue.

To launder terivoile fabric, it's best to hand wash it in cold water using a mild detergent to preserve its delicate nature. If machine washing is necessary, use a gentle cycle with cold water and place the fabric in a mesh laundry bag. Avoid bleach and fabric softeners, as they can damage the fibers. After washing, air dry the fabric away from direct sunlight to prevent fading.
I would, but it depends on how strong the fabric and the thread are.
Thread count and grams per square meter (gsm) measure different aspects of fabric. Thread count refers to the number of threads woven together per square inch, while gsm indicates the weight of the fabric. A 90 gsm fabric typically has a lower thread count, but the exact thread count can vary depending on the type of fibers and weaving techniques used. For example, a 90 gsm cotton fabric may have a thread count ranging from 150 to 200, but this can differ based on the specific fabric construction.
A loom is used to make woven fabric from thread or yarn.
There are many different opinions on which thread is ideal for quilting. A good rule of thumb is to choose a thread made of the same material as the fabric you are using. For example: I would choose cotton thread if I am using cotton fabric, but if I am using a synthetic fabric (like polyester) I would choose a synthetic thread-- like viscose rayon or polyester. It is best to use the same materials for your fabric and thread so that when washed and dried, everything shrinks evenly.
