Ice sculpting is equivalent to taking sculpting of clay, etc to the next level. Because your medium melts!
First, you have to get a large block of ice. This can be purchased from an ice company like Ice Now AZ or Ice Now NV. Ice blocks are used for this or for construction companies that need cold water over the course of a day and let workers drink the ice as it melts in a cooler.
Artists can use chisels, chain saws, and carving knives to get the shapes they want. And apply heat. Work in a cold room. And practice... a lot.

Yes. Ice sculptures are a solid block of ice that is chiseled and carved, sometimes chain saw sculpted, into the final sculpture. Companies like Ice Now AZ and Ice Now NV sell solid blocks for this purpose, or offer the services of an artist. Not all ice companies offer this, its a specialized service.
