A child has a natural biological clock that induces sleep.Children who are very active normally get exhausted and go off to sleep early.As a child grows the biological clock tends to change with the late activity at home with the parents watching TV,computers,parties etc.

A routine timing at home can reset the bio-clock cycle gradually.

Safe sleep inducers like a glass of warm milk before bed,soothing music,reading a book or telling a story to the child can set the bio clock but is not an instant remedy but a long term method.

As a kid myself, i recommend making the room nice and comfy, and later in the day, use blue or dark lights to cause sleepiness. Red will keep him awake.

Apart from the above inducers to put a child to sleep the emotive factor should not be neglected. A child feels secure with someone he/she knows loves and cares. The child can be induced by talking softly or telling a story about fairies and magical world. This helps a child to imagine such a world and quickly leave the conscious world to the world of dreams.
