Consider building a Squirrel. It just needs tissue paper and balsa.

Also for the propeller, you can try:
take the vortex part of the tip of a pen off.
get a paper clip (meta kind :P)
to make a prop. take two strips of balsa. put them at angle of choice, and slide the straight paper clip through it to form an x of some sort. now glue it together and you cover with tissue paper! and you have a homemade prop!!

I don't think you can make a silly band with a regular rubber band I think in the factory where they make silly bands they have a special machine to shape them. they only thing you going to get if you do make one a home is a circle. because that is the shape of the rubber band.
