There are so many ways to build one. Designs vary based on the restrictions or if it has to carry a load of some sort.
Some easy ones involve 2-liter bottles with CD wheels and metal axles.
I saw one online that started a fan that propelled the car, and another that set off a mousetrap that sent the axle spinning.

Get a rubberband. Put it on your pinky, and close your fingers. Now wrap it around your thumb, and put it on your index finger. Make sure your index finger is pointed. Also, make sure the rubberband isn't twisted, and that the rubberband is on the end of the finger. Now, release your pinky. You just shot the Hornet Gun!
