I would probably put a primer coat on first. A good primer is Kilz, which will also cover stains. It is worth the money to buy a good brand of primer since it will save you work and make your new paint look its best.

I've learnt with experience, to get a really bright green by mixing yellow into green paint. To gain fluro green, it may have to be fluro yellow paint. But generally, gradually stirring in a little bit of yellow, and every now and then more green to make sure it doesn't go olive, it tends to brighten green up.
