With power turned off. soak the bulb and socket with a penetrating lubricant. After allowing the lube to penetrate as directed on the can, very gently wiggle and Twist the bulb. Try and grab the glass part of the bulb as little as possible. If the bulb breaks then grab the metal part with a pair of needle nose pliers and twist back and forth until the bulb breaks free.
