I wouldn't. Suede has a nap to it that paint will make hard. Stain or dye is a better way to go and keeps the suede soft and supple. If you could find a way to remove the nap from areas you want to paint, like some form of embossing, that would work. Otherwise, applique on it or embroider on it to get the color and design.
