Before you go any further, double-check to see if this car actually has a cable. 1989 Crown Vic and Marquis cars should still run a cable; 1990 started using an electronic vehicle speed sensor (VSS) in the transmission for speedometer - if this is the case, the problem will be an electrical one. Why does the cable need changing - is it broken? (Did the speedo stop operating?) The speedo cable is a cable-in-a-cable setup; there is a small diameter steel wire (called the core) inside a housing; it couples the drive gear in the trans to the gearing in the instrument cluster. To change it, you will need to remove the instrument cluster out of the dash, disconnect the speedo cable housing from the cluster and pull the section of core out by pulling and wiggling it. If it's broken, you'll see a sharp cut section of wire. The transmission end might be more difficult if you have to pull it as well; old style cables either have a big threaded collar or a clamp with a bolt or nut to hold it into the trans. (The whole length of the cable core should come out from the dash if it's not broken.) If you need to change the whole cable assembly, the trans end will need to be pulled off as above; the front section will pass through the firewall and up into the cluster. From experience on my '89 Grand Marquis, pulling a cable core is time-consuming and difficult; there is not a lot of room to work with. I would first find out from a Ford dealer how available replacements are; otherwise, the wrecker may be the only place to find them. If the cable core is in good condition, no signs of rust or seizure, then the speedometer head (in the cluster) or the drive gear (in the trans) may be At Fault. Hope this helps.
Are you sure it even has a cable? If it does, you need to remove the instrument cluster and disconnet the cable from the speedometer head. You should then be able to just pull the cable out. If it's broken off, you'll have to remove the cable housing from the transmission and just replace the entire thing. My 93 Prizm doesn't have a cable, it's electronically controlled by a Vehicle Speed Sensor on the transmission.
