I believe that the rule is you spell out numbers one through nine, and then use numbers for 10 and above.
The numbers 1001 to 1999 add "one thousand" in front of the three-digit numbers 1 to 999. The number 2000 is "two thousand." See the related question (1 to 1000) below.
