How do you start a towing service?

You start by getting a Class C Commercial Driver's License with a Passenger endorsement. Not all states require this, but yours might.

Then you do research to find out if your area needs a limo service at all, and if it needs another one.

Next, raise money to keep the company going until the limo service is paying for itself. You will need to advertise (newspapers are a good place to do that), buy business cards, have money to live on...

And only then do you buy a limousine.

Your first 2 hurdles are going to be getting a business license in your state/county. Most require a minimal experience time that you must prove. The second is going to be insurance - its very expensive.
