To teach your dog to speak is a very difficult thing to do, but you may benefit more from teaching your dog to bark on command as this will be easier.
Basically for this you would want to find a way that you can have your dog bark, may it be teasing with a treat or a toy. You can then either use the command "speak" every time your dog barks and reward or use a silent cue such as winking your eye.
A few repeats of this and you shouldn't need the toy or treat to coax your dog into barking any longer.
