Your best bet is to use a site like carfax to see where it is registered to. it won't tell you the name of the owner but it will tell you the city and state that it's registered. there isn't really a way though
You will not be able to get the title in your name or get it registered. Tell the seller he needs to satisfy the lien before you will buy the motorcycle.
If it's got the same license plate as when that owner had it, you can contact the DMV or your local police department so they can run it and tell you the registered owner. It's public record, so it shouldn't be a problem.

Contact a lawyer immediately. You are going to need one. The guy that sold you the car committed fraud. Tell him and his brother that unless you get fully reimbursed for the car (hopefully you didn't spend too much on repairs after you bought it) you will report him to the police and sue him. Next time you buy a car get ID from the seller to make sure it's titled to the seller.
