Lie about what you say and don't be honest.
That will get you off the hook
Schools provide counselling services to student. Talk to the guidance counsellor at your child's school and explain your situation. Knowing where the trouble is coming from would help a lot in figuring out what is the best program to give your child.
Very difficult, you would need to explain what "ON the hospital" meant, was the parent on the roof for some reason and if so why.

One must explain in entirety why their child will be out sick. Explain that the child has a fever and is sick and does not need to be in school where other children may catch the sickness. Explain that the child may be out for a number of days and will be seeing the doctor for medication.
If it is a national holiday or a school holiday, the child will be excused from school without your having requested an excuse. If the holiday is a holiday not observed by the school, you address your letter to the principal of the school and simply request that the child, identified by name, be excused from attending school on the specific date of the holiday, and describing what the child will be doing on that day in observation of the holiday.
No, they should not be fined if their kids skip school. It is none of the school's business if a child skips school so long as the parent phones the school and tells them that their child is not coming to school today. If they do not phone, it is still not the school's business because the child might have a last-minute emergency.
If you want to write a long letter, put in lots of details. I am not really sure that long letters will be appreciated more than short, succinct letters, but if that's what you want to write, go for it.
"How" doesn't really matter much. You can either justify it (the child was in the hospital) or you can't (nearly anything else, really... I suppose "kidnapping" would be another valid reason). It's not like the school is going to say "so obviously this parent kept the kid out for trivial reasons, but it's such a beautifully worded letter explaining it; let's drop the whole issue."
describe and explain child's right?
Well, honey, grab a pen and paper. Start by stating the date and recipient, then dive right into why the little rugrat was MIA from school. Be honest and concise, ain't nobody got time for a novel. Wrap it up with your contact info and a polite thank you. Good luck, sweet cheeks!
The parent should simply state the facts. If absolutely necessary - the parent could get an official written diagnosis from a doctor, but usually a simple note from the parent is adequate.
There may not or maybe a website telling you if your child is going to summer school or not but usually the teacher hands out a letter at the end of the school year telling that your child is going to summer school
