If the cabinet needs refinishing, go ahead and do so, it shouldn't affect the value.
Maybe there was a chair making company named Singer, but I remember the name as a sewing machine manufacturer. There was a chair made to use with a Singer Sewing Machine . It had wooden legs and a steel mesh seat and adjustable back. There is one pictured in "Sitting On the Edge" a catalog from an exhibition at the San Francisco Museum of Modern Art back in the 90's. Is it a cabinet model 380? the cabinets go from $25 to $375 though some ask more. I just got one with a machine singer touch tronic, with accessories for $25. Depends on where you are. It depends on the machine in it for a better price though some said that the cabinet was what was worth something, the machine, not.

Your serial number is off -- there should be at least one prefex before the number - one prefex puts it 1930 or lower and 2 Prefexis puts it at 1940 and up. You can go to the Singer site (link below) and find the year. Good luck!

I have a Singer machine do not have the year, but it does say machine class 306. It is still in its original case and still in working order but would need a service.
