Adjusting the drive belt on a Kawasaki Mule requires a specialized tool only available to dealer mechanics. The belt should have no more than one inch of deflection when pushed down. Any more will require adjustment of replacement. Replacement can be done by removing the converter cover. Disconnect any wires that may be (with some models) present. Remove the drive pulley and belt. Replace belt and check for deflection. If more than one inch is present, shims will need to be added or subtracted, which requires a dealer.

Put a straight edge from the belt on the drive pulley to the belt on the driven pulley. Using a ruller push down on the belt. The deflection should be no more than 1". If it is I would take the ATV to a Kawasaki dealer. They will need to add or subtract springs and shims from the drive pulley. If the old belt has never been change you might be OK by just replacing it. I have not tried to take the drive pulley off without using the special tool from kawasaki. The best thing you can do is go to RepairManuals.com and look up a KVF650 2003, you can buy the OEM repair manual for $60.00 plus about $6.00 shipping. It has saved me a lot of money.

You'll need the snowblower, the mule drive for the snowblower, and the belt off of your mower deck. The blower attaches where the mower deck mule drive snaps in with the two spring pins. The mule attaches to the bottom of the blower and back to the deck height adjustment hookup. Run the belt from your PTO, through your idler pulleys on the mule, then round the drive puller on the blower. Tension the belt and you're off. Case tractors are beautifully simple.
