If by 'Icees' you mean 'Slushies', then I know a really good method to do so.
1. Get a big bowl and fill it with ice. Then put lots of salt in the ice.
2. Get a glass and fill it with the juice you want to make the slushie with (Orange Juice is really nice)
3. Put the glass in the middle of the bowl filled with ice
4. Every 5 minuets, stir the juice.
5. After what usually takes about 20mins, the juice will have turned into a nice slushie!
It usually works for me, but it might take longer if it is a hot day.

One way to chill water without using ice is to use a refrigerator or a freezer. By placing the water in the refrigerator or freezer for a period of time, the water will cool down without the need for ice.
There is actually a smaller ice machine that can be put in a freezer. This is a great way to make large amounts of ice without having to buy a special machine.
You can make any number of frozen treats without cream. But considering that whatever you use will be frozen and consist of ice crystals, you can't do that. Fruit juice, fruit puree and other liquids can be frozen in the freezer.
