Yes, the 1989 Buick Riviera has a fan belt, which is commonly referred to as a serpentine belt. This belt drives various accessories in the engine, including the alternator, power steering pump, and water pump. Regular inspection and maintenance of the fan belt are essential to ensure proper engine function and prevent overheating.
Insert a socket or wrench on the spring-loaded serpentine belt tensioner then pull back; the belt will loosen.

It does not have a timing belt. It has a chain.
There is a spring loaded pulley called a tensioner that puts the correct tension on the belt. That needs to be retracted so the belt can be slipped off. I have found using a ratchet socket makes this easy to do. Otherwise you run out of travel room before relaxing it sufficiently. Make sure you know the proper routing of the belt before taking it off, otherwise you will have trouble putting the new one back on..
