I have a 1998 and had the same problem, the solution was really simple: just use your key to unlock all the doors and the fuel cap should unlock. It worked for me.
Scenic fuel cap locks operate with the door system - it's a security thing - if you use the remote to unlock your doors then you will find the fuel flap will open. Of course it will lock when you use the remote to lock the doors.

The ignition and door key should fit the lock if it's the original filler cap, if it's not then a trip to the garage and hope they can help you.
