How to unlock the other factions in Rome Total War?

All of them if you can access the files.

Go to your C:/Activision/Rome Total War/Data/World/maps/campaign/imperial_campaign

and open the file called descr_strat using notepad.

It will look like this:

unlockable

Egypt

seleucid

Carthage

parthia

gauls

Germans

greek_cities

end

nonplayable

Now move all the factions except one into playable so it looks like this then save the changes and enjoy:

Depends on if you want to do it the normal and fair way or if you want to edit program files and cheat. I can tell you how to cheat, but I don't do it myself because where's the fun in that? So let me know which one you want.
