Engineering logic suggests that the wide end would go down because that'd cause the compression load on the top (small) ring when someone sits in the chair, to be passed down the side struts to the larger ring on the floor. The other way wouldn't seem to resist the side load as well since the side struts are leaning away from the side load instead of toward it.
However, that logic doesn't work in this case. Actually it's intended for the wide end to face up. Try it both ways and you'll see that the "dish" balances very awkwardly on the small ring, and the large ring is a much better fit and more stable. At least half the sales photos have it wrong. The SMALL end of the base goes on the floor.
Look at the footstool, it's set up that way and it's supposed to match the chair.

I think the base is supposed to be bolted down to the floor. That would certainly improve their stability.
To add hydraulic oil to an old Belmont barber chair, locate the nut on the base of the chair down by the foot area. Remove the nut and add the oil by using a small funnel. A Belmont barber chair must not be laid on its side for transporting because the oil will leak out.
The action force when you sit down on a chair is the force exerted by you on the chair. This force is equal in magnitude and opposite in direction to the reaction force exerted by the chair on you, which supports your weight and keeps you from falling through the chair.
