You will have to remove the starter housing to determine if it is the starter mechanism or the engine. Normally the starter mechanism is not too difficult to repair. But if it is engine could be very bad news.
why is the pull string on the weedwacker locked up
To rewind the recoil starter on a Craftsman rototiller, first, remove the starter cover by unscrewing it. Next, pull the rope out to its full length and then turn the recoil spring clockwise several times to create tension. Once tension is built, insert the rope back into the starter housing, ensuring it's properly aligned in the pulley. Finally, reattach the starter cover and test the recoil by pulling the rope to ensure it retracts smoothly.
The incredi pull design is defective. Obviously there was no quality assurance. The pull line will wear through the small plastic choke idlers and render the entire trimmer useless once it has worn about halfway through.
To fix the recoil on a Craftsman Easy Start, first ensure the pull cord is not tangled or damaged. If the recoil mechanism is stuck, remove the starter cover and inspect the spring and pulley assembly for any debris or damage; clean or replace as necessary. Rewind the spring properly if it has come loose, and reassemble the components carefully to ensure smooth operation. Lastly, test the recoil by pulling the cord to ensure it retracts properly.

Chances are the coil spring has a broken "locking tang" on the end. They are notorius for breaking when you pull the cord to start the mower. You can go to Sears and purchase the OEM replacememt fairly inexpensivly. The new spring is stronger and contains the instructions on how to install it.
Unscrew the adjusting pin. Then pull the screw straight out through the front of the cover. You have to pull hard through the thin, frictiond lock washer. -Scott www.chainsawr.com
First off, you need to take any tension out of the parking brake cable. If it is still siezed up you need to work the parking brake actuator back and forth at the wheel until it frees up. If it is still siezed up hit the brake drum with a large hammer as you pull on on the drum. If it is still seized up take cut the drum off with a torch.
