Amber is a very slightly browned yellow. You will have to start with yellow (a primary colour) and add tiny amounts of red and even smaller amounts of blue to achieve the desired result.
No color will mix with green to get blue. Blue is a primary color when mixed with another primary color, yellow, produces green.
