Stamps come in various forms mint (not used postally or any other way) mounted mint (when a person mounts the stamp on a hinge to store as part of a collection) or used through the post office. When a person generally a collector buys a stamp from a philatelic bureau he may ask for the stamp to be CTO (cancelled to order). So the post office will actually cancel the stamp with a post office cancel. This is done for two reasons a collector will collect stamps in this manner or they will collect the specific post office cancel. When the stamp is cancelled it will not be able to be used postally.
