I use the tape runner sold by Creative Memories for my albums. I use the tape runners sold by Hobby Lobby for my cards and gift tags.
You cut the article out and then glue or tape it in you scrapbook.
You should first spray the newspaper with a "de-acidification" spray...this will take the acid out of the newspaper, and keep it from deteriorating over time. You can find it online, or at your local Hobby Lobby store. Spray both the front and back of the newspaper and let it dry. Once its dry, use what they call a tape runner to apply a sticky two sided tape to the back 4 corners of the newspaper--your all set! Apply your newspaper artile to your page. (I do not use glue due to the fact that over time it may show through your newspaper, and not all glue is acid free.)
