This is a very tricky question. Hand-tufted rugs are hand-woven. HOWEVER, hand-tufted rugs are NOT hand-knotted, which is what people generally think of when they hear the term, "hand-woven." Usually the result of knotting is a rug that lasts longer and keeps its value better than a tufted rug.
