Don't know the exact time. But the phrase is misused. Most folks believe the phase to mean that its hard to find something so small. However, it isn't the size that originated the expression. First, original needles were made of bone. Bone and hay are very simular in color and texture. And once bone is shaped into a needle it also is shaped like hay.
