Scrapbook album covers can be made of any material. To make the scrapbook special the cover should reflect the theme. For example if the scrapbook is collection of Christmas memories a good cover would be Christmas wrapping paper. Other materials could be crate paper, newspaper, flyers, or pretty craft paper.
Unless the paper includes a licensed image (Disney, MLB, etc), you should be fine, because you're paying them for the paper. What you would not be able to do without a license would be to scan and reprint the paper's images: taking a single 35-cent sheet of designed paper and making an infinite number of copies of it. For example, using scrapbook paper to create a single greeting card and selling it, should be okay. Using scrapbook paper to create a digital scrapbook page, or in a mass-produced greeting card, would require a license.
A typical scrapbook page is 12in x 12in. However, some people buy smaller cuts of paper or cut their own paper to make miniature scrapbooks.

The thickness of paper is typically measured using a caliper or micrometer. The formula to calculate the thickness of paper is thickness = weight / (length x basis weight), where weight is the weight of the paper in grams, length is the length of the paper tested in centimeters, and basis weight is the weight of the paper in grams per square meter.
