I just answered this for the 91 PA. as follows:
I have a 92 PA, so it is probably the same. It is on the passenger side of the motor. You can follow the big battery cable down to it. I had mine replaced at the garage, because I couldn't see how to get all the bolts out or if special tools were required. The Ultra required a different starter and more expensive than the standard model. The cheaper unit had to be returned, probably because it didn't fit . So be careful if you buy one. I think the one I bought was about $200 new (not rebuilt) .
To change the starter on a 1993 Buick Park Avenue, first disconnect the negative battery terminal to ensure safety. Then, locate the starter, which is typically found near the engine block. Remove the electrical connections and the mounting bolts holding the starter in place. Finally, install the new starter by reversing the removal process, ensuring all connections are secure before reconnecting the battery.
Mounted on top and inside the fuel tank.
The starter and solenoid are mounted together on the bottom front side of the engine

The 1993 Park Avenue factory amp, also known as the factory amplifier for the 1993 Buick Park Avenue, is typically located in the trunk of the vehicle. Specifically, it is often mounted on the driver's side, behind the trim panel. This location helps in providing power and sound amplification for the vehicle's audio system.
To change the starter on a 1993 Buick Park Avenue Ultra with a 3.8-liter supercharged engine, first disconnect the negative battery cable to ensure safety. Next, lift the vehicle and remove the starter shield if equipped. Unbolt the starter from its mounting bracket, disconnect the wiring harness and power cables, then replace it with the new starter by reversing the process. Finally, reconnect the battery and test the new starter to ensure proper operation.
