1998 Toyota Celica power window goes down but not back up rain may have created problems what could this be can it manually be put back up?

If your window just works in one direction it is probably the switch. Try cleaning it with contact cleaner and rock it back and forth multiple times. You can get the window up by pulling apart the connector in the door panel and turning it around with jumper wires so pin 1 goes to 2 and 2 goes to 1. Then press the down button.
