Check with test light ,be sure you have power going to light.
Second check ground wire for that headlight!!
I have found over years that bad ground connections are 99 % of light troubles.

Check the driver's side headlight relay, it's in the fuse panel under the hood. If that is ok then you most likely have a wiring problem.
check for the relay it maybe bad it has left and right

Remove the plastic cover over the drivers side headlights, then remove the headlight assembly(driver side only). The horn is directly underneath it - fairly easy to access, remove, replace, whatever you need to do. I replaced mine in no time.
You will need apply steel glue to reattach the drivers mirror on a 1998 toyota avalon. You can purchase steel glue at walmart or any auto supply shop.

I actually just replaced my headlights yesterday. First you find the casing, which is in the same location on both sides. On my car, I first pressed down on the connector latch that supplies power to the headlight. Then, grab the actual bulb piece that is left sticking out, and turn it counterclockwise about a 1/4 rotation and you should be able to pull the bulb right out. I found it strange on my car that the rightside bulb had to be turned clockwise to release it and the driver's side had to be turn counterclockwise. Pretty strange if you ask me, but that's how I did it. .
I have had much experience with this problem. You will need to buy a new headlight switch assembly and find where the headlight wires are shorted. I just replaced the switch but it kept burning out. It wasn't until later that I found the short in my headlight wires behind the driver's headlight where the wires come through the rad support. Happy hunting.
