You do not have the correct timing set for that car.
Check all belts and anything that was removed while changing the timing belt, to make sure that nothing was damaged. If everything is ok, then the timing belt may be loose.
timing belt has absolutely nothing to do with the heater, there is an idle-up solenoid that keeps the idle from decreasing when the fan is turned on(whether it is the heater or AC), check this solenoid
If a 1988 Trans AM GTA hesitates at ideal, check the timing belt. If the timing belt is off, the car will hesitate and die.
On my Mercedes sprinter the cause of the fan belt vibration at low idle speed was the pully on the alternator.This pully should ratchet in one direction.
No I don't think you can change the timing belt without rotating your water pump because the water pump is what puts tension on the belt its self. You might be able to remove the idle pulley(not sure if name is correct) and use that as a way to get it off but i dont think you could really use that to get it back on the car.
Start with a full tune up. Change Fuel filter, air filter, spark plugs, plug wires, if you have over 60k on the car time to change that timing belt (change belt and pullies also a good time to change water pump) and dont forget your serpentine belt.
Check timing. idle could also be set too low (rpms) so vibration is increased.
