Heavy corrosion will prevent enough power from getting to the starter to spin fast enough to start the engine.
More than likely you have corrosion at the terminals. Clean the battery terminals and then recharge the battery and see what happens.

remove the neg battery cable then the wires on the starter. Then take out the mounting bolts and work the starter out.
Check and clean the battery terminals. Although the meter inside your car may read full voltage this does not mean that the starter is getting the full amperage it needs to turn the car over. Clean the terminals, ensuring no corrosion is left, then ensure a good solid contact is made between the terminals and your battery posts. al so id check that ur statrer is engaging it did it on my land cruiser it would click but not start it was cause my startor wouldn't engage
Remove a battery connector. Remove the starter and put another in it's place.
