No. None of the Z32 300zx's have them. (1990-1996) There is no option for it either. The only thing you could do is buy an aftermarket wheel that is smaller.

There are two, they are bolted to the left side of the left head and the right side of the right head.

on my '91 with tilt steering the ignition switch is located underneath the key, inside the steering column only three screws hold it on, but alotta torx hold that cover on.....have fun
The combination flasher unit is to the lower left of the steering wheel, in the area of the fuse and relay box.
What it would cost to fix your steering column depends on what is wrong with it and you did not tell us. The tilt steering column in my 1989 GMC Suburban became loose in the tilt mechanism. I was quoted as much as $125.00 to fix it, but I shopped around and got it repaired for $60.00. Unless your steering column has the same problem that number is probably useless. I would suggest you call several shops and get a quite to fix it.
Yes! They are the same parts..... Just make sure your XJ part is from a 90 not a 91. Jeep changed the 91 and up fitment on the lower column shaft...
You would always want to have your tach in a very easy to see place. I have seen many mounted on the left window molding. They do make a gauge mount that replaces the original factory molding.
