My 1999 Trooper gets about 16 MPG with mixed highway and city driving. I believe that it has the same drive train as the 2001. If I drive at moderate speeds on the highway, I can get 19 MPG.
Most cars today used dual cam or more for power efficiency and lower gas emission for longer mileage.

check your motor oil level it might just need some, if not then you have a bad oil sensor that is working only on high but not in low, ... could also be a loose or missing gas cap.
