Due to the age of the vehicle my best guess is that the chances are that the cooling system thermostat has failed. When it fails it always fails in the open position so that the coolant never heats up warm enough to warm the passenger compartment.

If you are referring to the cabin circulating fan - check the fuse to see if it has blown. If not, I would suspect the fan speed switch has gone bad. Lastly - the possibility that the fan motor has failed.
Before you begin to focus on the the fan itself, have you checked the fuse that controls the fan to see if it's burned out? It might also be that the fan switch is bad.

Check the cooling fan relay and the control sensor. Check the fuse as well and if these are all good, check the fan motor.
