First make sure you really need to do this job, it can take 4 hours the first time you do it. Buy a new pump and new filter, they can be had for around $30 each. The following are some notes I gathered long ago, it originally had pictures but I no longer have them. Just use the pics from the service manual (see related link).
Toyota Echo FUEL FILTER Change
The echo's fuel filter is in-conveniently placed inside the fuel tank. Fortunately, it's not to big of a deal to get to.
Tools I used: Socket set, Flat head driver, Knife, plastic, brush, towels or rags
Parts needed: new fuel filter part #23300-0A020 (around $40), pump filter (around $9) *optional: new o-rings for pump assembly
Don't lose the retainer! Now you can pull the fuel line up out of the pump assembly and soak up any fuel that spills out
*When you attach the new filter you'll need a new locking washer or re-shape the old one so it won't slide off.
*Make sure to get the O-ring at the top of the pressure regulator pipe out from the old filter if it's in there.
Pretty sure its the same as the 2000 Toyota echo, see related link.
how do you replace fuel filter on 1998 Toyota corolla
It is conveniently located inside the fuel tank :)
Inside the fuel tank.
To remove the fuel filter on a 2001 Toyota Echo, first ensure the vehicle is off and the fuel system is depressurized by removing the fuel pump fuse and running the engine until it stalls. Then, locate the fuel filter, which is typically situated along the fuel line under the car or near the fuel tank. Disconnect the fuel lines from the filter using appropriate tools, and remove any mounting brackets. Finally, replace the old filter with a new one, ensuring all connections are secure.
Inside the fuel (petrol) tank.
The primary reason for hesitation on acceleration from stop on a 2000 Toyota Echo is a dirty fuel system. This can include clogged fuel injectors or a dirty fuel filter.
