Yes, but it is very hard unless you remove the entire fuel rail. Be sure to use actual fuel hose and proper clamps for pressurized line. (also, hold your mouth just right)

Take the 2 clamps off each end of the fuel line and pull the rubber hoses off the fuel line along with the old filter, put new rubber hoses on new filter and make sure arrow on filter is pointing towards carburetor and install rubber hoses onto the fuel line on both ends and tighten clamps on both ends.

thr fuel filter is under the vehicle follow the fuel line from the fuel tank its on the fuel line that runs tto the front of the vehicle to the fuel injection a metal cylander about 3 inches long with brass threads for the fuel lines open the gass fuel cap and let the fuel pressure out before you work on it
depends on the year, but on the right of the engine there should be about 2 or 3 black hoses going from the fuel filter to the fuel lines next to the intake manifold. the bottom one or 2 hoses are the return lines.
You need the Dodge fuel line release tool.
