There is no VIN number on a Sea-Doo Jet ski. There is a HIN number which serves the same purpose. Therefore you cannot decode it.
Since 1980 all Nissan vehicles have a 17 digit VIN number that contains several pieces of information. The Nissan website has a VIN decoder in the Support section that will decode the number for you.

I cannot decode this as it matches no Ford VIN codes I know of.
Although I was not familiar with a VIN decoder, I have found out that there are options available online in order to decode a VIN number. One site that I found for decoding was a free site decode this dot com.
