It could be that the shift interlock is not releasing. There is an override switch underneath the steering column or the shifter console.
What to do when the gear is stuck in park on a Honda 2001
There are a couple of reasons why a 1998 Honda Accord may be stuck in park. The immobilizer system may need to be replaced or the transmission is having problems.
First a question. Were you stepping on the brake when you tried to shift it out of park?
You must press and hold the brake pedal to take the shifter out of park.
if your gear wont get out of park you might have to replace the brake sensor that controlls the back brake lights. i forgot what its called but it's under the brake pedal. cost $50.00 bucks for me to replace it but im sure you can order the part from Auto Zone for less than $20.00 and replace it yourself. It's frustrating but check that. That's what happened to me.
Replace the Gear Position Sensor on the transmission. Cost is approximately $350. There is a sensor on the brake that will prevent the gearshift from moving out of park until the brake is pressed down. Before you replace some $350 item in the transmission, make sure it isn't this sensor that is causing the issue.
That happens to quite a few accords of that year. Hope this link helps:autoforums.carjunky.com/.../99_Honda_accord_automatic_shifter_stuck_in_park_P50669
