It's located just a little to the passenger side from the center of the seat. Pulling that strap unlatches the seat from the car and it will flip forward. If you need to you can undo the 2 hinges at the front of the seat to find the strap. I had to do that as it is pretty hard to get your hand between the bottom of the seat and the back of the seat.
