Do you want to replace the ignition cylinder or just install it? To remove the ignition cylinder, insert the key in the ignition and turn it to ACC. Prior to trying this, you will need to remove the whole instrument panel.

Once in ACC, i think there is a small clip behind the ignition cylinder, which when depressed should release the whole cylinder. Then you buy a new cylinder and slide it in, replace the pin and put the panel back in its place.

Actually the instrument panel can stay in place. You must remove the bezel under and above the steering column (4 screws and 2 bolts, all Phillips head), place the key in ACC and then push the release button to remove the cylinder. The release button is located on the front of the column directly behind the combination switch unit (the thing with the wiper and turn signal arms on it) If you have an L shaped hooked tool or can improvise something you can reach the button no problem, otherwise it will be necessery to remove the steering wheel and then the combination switch to access the button.
