Squeeze and pull till it comes off :)
You have to remove the instrument cluster to get to the bulb. start by removing the left speaker grill, lower left trim panel (5 screws), remove the steering column trim cover (6 screws), remove the cluster and trim bezels (9 screws), Remove the cluster by pulling it out ( 4 screws).

remove the trim panel around the instrument cluster then remove cluster. On the back of instrument cluster are the bulbs just turn them half a turn and they come right out.
Remove the 2 screws at the top of the instrument cluster bezel (or dress front cover), carefully pry out with a small screwdriver and set aside. Remove the 4 screws that hold the instrument cluster to the inner dash and pull out. Turn instrument cluster over to access the bulbs for removal and replacement. Twist the bulb retainer to remove.
If you mean the one of the gages like fuel or temp, they're in a cluster that has a circuit board for all of the instrument panel and you have to replace the whole cluster.
You'll need to remove the instrument cluster. First, remove the radio/climate control panel and the lower dash panel. Then you need to pry out the headlight switch, undo some screws that hold the upper dash trim panel, and remove it. This will give access to the four screws that hold the cluster in. Then you have to remove the panel that goes from the radio up to the instrument cluster. This panel has 4 screws. 2 of them are on top of the instrument cluster (visible) and the other two should be visible after removal of radio.

Step 1. Remove the two screws at the top of the outer panel that holds it in place. Step 2. Snap out the panel. Step 3. Remove the two screws that hold the cluster in place. The screws are located at both edges. Step 4. Carefully remove the cluster. Be careful not to damage the wire harness located at the back of the cluster. There should be about 3 or 4 bulbs in sockets that "lock" into place at the back of the cluster. Step 5. Remove the bulbs sockets by turning them counter-clockwise and removing them. Step 6. Remove the bulbs from the sockets. Take the bulbs to your auto store and get matching bulbs. Toyota also sells them for about $3.00 for a pack of 2. Reverse the above to replace. Good luck.
