I was told by our local Nissan dealer service center, there is no fuse or circuit breaker for the power windows. There is a relay switch in the driver's door. None of my windows will let up or down. The switch cost is around $200. I am not sure about the '83 280zx, however on my '82 280zx there was a circuit breaker located in the passenger kick panel. You should see two screws above the fuse box which will remove a black unit that has the circuit breaker bolted onto it.(Just to verify) I also have a '83 280zx and yes thecircuit breaker is also located on the passenger kick.
